Paypal’s Arbitrary Decisions Are Harming Members
http://ecommwire.com/?id=259&keys=Paypal-Fraud-Disputes
Quote:Many merchants are finding themselves out of their money and their products after utilizing Paypal's services for their business due to "chargeback" scams where buyers purchase products, pay by using Paypal services then initiate a chargeback once they receive the merchants’ products. Due to Paypal's failure to investigate these matters properly, Paypal’s failure may be considered "aiding and assisting" these fraudsters. In addition, Paypal’s freezing and deducting these chargeback amounts from Paypal members’ accounts without proper and thorough investigations that would uncover the truth and avoid such arbitrary final decisions that leave these Paypal members without their money or their products may amount to "criminal negligence". It may also be considered that Paypal's aiding and assisting these fraudsters is the perfect scam and has only encouraged more chargebacks by even once honest consumers!

Maybe not the perfect scam, but a very good one.  I'm sure that eBay's twisting the arms of sellers to make them accept unconfirmed addresses on its new Express site will only make the matter worse.
