Amendment to the Rewards Program
Notice Date: August 10, 2006
Effective Date: September 20, 2006
Beginning September 20, 2006, the PayPal Plus Card Rewards program will be amended for existing card holders.

PayPal Plus card holders will earn one reward point for every dollar spent on purchases. Reward points may be redeemed for PayPal Reward Vouchers, or for free shipping on PayPal purchases. Reward Coupons will no longer be sent automatically. Instead, card holders will be able to choose when to redeem their earned points. Reward points that were earned (and not redeemed) under the current program will be rolled over and can be used under the new program.

New card holders who are approved for PayPal Plus credit card will automatically be placed in the new program.

Amendment to the Money Back Guarantee Policy
Notice Date: August 10, 2006
Effective Date: September 14, 2006
Beginning September 14, 2006, PayPal will no longer be offering the Money Back Guarantee program. If you purchase Money Back Guarantee for an item prior to September 14, 2006, your item will still be covered by Money Back Guarantee.

PayPal Buyer Protection Changes

Effective Date: September 14, 2006
Beginning September 14, 2006, the PayPal Buyer Protection program and the PayPal Plus Credit Card and Buyer Credit Policy will be amended to remove the limit on the number of payouts PayPal would award to a buyer per year under the terms of the protection programs.

Buyer Complaint Changes
Notice Date: August 10, 2006
Effective Date: September 14, 2006
Beginning September 14, 2006, PayPal's Buyer Complaint Process will be amended so that if a buyer makes a claim under the terms of eBay’s Standard Purchase Protection Program for a payment made in Euros, the maximum payment will now be €230.00 EUR, with the eBay processing cost being €25.00 EUR.

User Agreement Updates
Notice Date: July 20, 2006
Effective Date: July 20, 2006
Amended the PayPal (Europe) Ltd. User Agreement, the Payments (Sending, Receiving and Withdrawals) policy and Privacy policy to reflect that (i) the sending limit for registered users in the United Kingdom will be increased from £500.00 GBP to £1,000.00 GBP; (ii) the sending limit for registered users in Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, Netherlands, Portugal, Spain and Sweden is increased from €750.00 EUR to €1,500.00 EUR; and (iii) the sending limit for registered users in Poland is increased from $100.00 USD to $500.00 USD. Updated the User Agreement for all European countries to allow PayPal to debit, by way of set-off, any of the accounts held by a user with any fees, charges or other amounts owing to PayPal and payable by that user. Updated the User Agreement for all European countries to require users to notify PayPal of instances where the user notices that PayPal act’s outside of a user’s instruction or there are inaccuracies in any correspondence it receives from PayPal. Further. PayPal extends its exclusion of warranty over the correspondence it provides to its users. Updated the UK version of the Mobile Policy to require users who are activated for PayPal mobile to ensure that their address details are correct and current when they use PayPal mobile services allowing them to purchase goods and services with a third party merchant. PayPal will not be held liable for any claim made by a user if they do not comply with this requirement. Amended the terms of the PayPal (Europe) Ltd. Premier and Business Account policy to allow PayPal to withhold and/or set-off amounts from users’ Premier or Business account balances, payments PayPal would otherwise make to these users, or require these users to deposit funds with a third party. PayPal will only take such action when it considers it reasonably necessary to protect itself and its users. Updated Section 6 of the PayPal Buyer Credit policy and Sections 5 and 6 of PayPal Buyer Protection policy for Italy to clarify information users need to provide when making a claim. Updated Section 2.4 of the U.S. version of the PayPal Mobile Policy. Updated section 2 of the U.S. version of the Payments (Sending, Receiving, and Withdrawals) Policy. Updated the U.S. version of the Debit Card Policy. Removed references to debit card from thePrivacy policy for France and Belgium.
