The eBay Seller Rewards Programme works like this*:
Each month you receive an invoice from eBay letting you know how much you have spent in fees and subscriptions. To register for the programme, you must have received and paid an invoice from eBay for a minimum of £250 (excluding VAT) at least once during the 12 months before you register for the programme. Once you have registered, every time you receive and pay an invoice from eBay for an amount that exceeds your current highest invoice amount* (known as your "Base High Watermark") this will become your "New High Watermark" and you will earn a reward that is 25% of the difference between your Base High Watermark and the New High Watermark you have achieved. If the value of reward you earn is at least £10, we will send you the eBay Seller Reward via a PayPal coupon.

Reward amounts:

Quote:The total value of the reward you can earn is 25% of the difference between your current Base High Watermark and the New High Watermark you achieve during a calendar quarter:  The reward paid to you will be an amount that is the closest reward denomination for the total reward you have earned during a calendar quarter.

Less than £10 The amount you earned will be carried over until you have accrued rewards for £10 or more.
£10 - £24.99 £10 PayPal coupon
£25 - £49.99 £25 PayPal coupon
£50 - £99.99 £50 PayPal coupon
£100 - £149.99 £100 PayPal coupon
£150 - £249.99 £150 PayPal coupon
£250 and above £250 PayPal coupon
Quote:You will receive your eBay seller reward via a PayPal coupon by email in a set denomination of either £10, £25, £50, £100, £150 or £250. To receive a reward, you must have earned a minimum reward of £10. The chances of us ever again paying eBay more than our highest monthly bill (around $2200) are slim to none.  No paypal coupons for me I guess.  Smile

There's a big difference between "the more  business you do" and "the more money you pay eBay each month".  The 2 are not necessarily related.
