If a small merchant was ever this careless with cardholder data their merchant account would be terminated and they would be placed on the merchant match list and be banned from ever opening another merchant account.

However, when a megamerchant like Google (or Sony or Sam's Club, TJMaxx) commits a major security blunder and exposes millions of cardholders to risk, Visa and MasterCard look the other way and do nothing which makes their "PCI compliance" and "cardholder security" shtick a joke. If Visa and MasterCard actually had cardholders best interests in mind they would enforce their rules equally regardless of the merchant's size and ban the Googles and Sonys and TJMaxxs of the world from ever accepting credit cards again.
