Man Twice Convicted of Scamming eBay Buyers Uses Same ID to Scam a 3rd time

Now, police say, Daniel Millican of Trotter Road is accused of scamming a Wisconsin man out of $2,100 for a nonexistent global positioning unit that Millican put up for auction on eBay...
