eBay is using a 3rd party (Strobe Promotions) to run the sweepstakes.  The 3rd party could verify that a user ID exists but I don't think eBay could legally give a 3rd party the real name/address associated with an eBay ID.  You can probably use someone else's ID if you enter by mail.    If you enter online these rules apply when you use someone else's ID:
