Maybe "NAV" means sex or casino in Norwegian.

Wait a minute -- do they have casinos in Norway? Do they allow sex websites??

Norway controls the CC domains of several island groups and refuses to consider selling the rights to them or opening them up for use. The impression is that they believe that profiting in domains is unthinkable.
