Wagglepop's criteria for blocking IPs:
Has the user questioned Ray or committed an act that Ray considers harmful to his well-being -i.e. his wallet?

BLOCK - Former store owners, also referred to as 'naysayers'  'people with an agenda' or 'feebay employees', clearly fall under this rule.  Smile
DO NOT BLOCK - Nigerian scammers and users with feedback scores of -35 are allowed because their actions are committed against others not against Ray.  These users are beneficial because they generate a FVF.  eBay also welcomes these revenue enhancing users.
