Exactly like last time. He claimed he had a "programming department," but all he was using was Rainwerks software. He either hasn't bought the bulklister mod yet, or hasn't figured out how to make it work yet (thus, no rollout).

People were pretty pissed the last time he claimed he had programmers writing a site from scratch to their specifications. That's why, at FAS, when people recommended different (good) ideas, he'd often say--"NO, I don't want to do that,"  (translation: no, our software can't do that and we aren't programmers).

Very good point and I can really see that happening.  Just like the home page, he probably can't figure out how to change it!

That could be absolutely true. Maybe he has no idea how to do anything more than a few simple tweaks. Wouldn't surprise me. Afterall, he is a phony former head of IT at a college somewhere, where they don't even know who he is...
