In his New Year's address outlining his administration's plans for 2006, French President Jacques Chirac focused on plans for a European search engine to rival US internet companies such as Yahoo and Google. Some of the top tech labs in France and Germany are reportedly working on the 'Quaero' (Latin for 'to search') search engine.

...it will be much more than a typical search engine. It will provide an array of multimedia tools for identifying and indexing images, sound and text. Quaero will also reportedly include a powerful translating tool which will be able to 'understand' audio as well as text. The developers plan to make Quaero available on all platforms, including PCs, mobile devices and digital TVs.

However, nobody really knows how this new product will actually look like, because, according to the Franco-German Economic Cooperation Working Group, Quaero appears not to be a single product but rather a project to develop search and content management technologies for end users, media companies and service providers, to address the growing volume of digital multimedia content on the web. They will include technologies for annotating and searching all kinds of content, including video and text, and even translating results into other languages.

Update:

The German government confirmed Tuesday that it had decided to opt out of a multimillion-euro research effort to build a European search engine that would compete with Google, in what one participant described as a disagreement with France over the basic design of the project.

French participants in the secretive project, called Quaero, which means "I seek" in Latin, vowed to continue their efforts to develop the search engine, possibly with funding from the European Union...

Germany and France had initially discussed plans to commit €1 billion to €2 billion, or $1.3 billion to $2.6 billion, over five years to Quaero. The project was to have been paid for by the French and German governments, with contributions from technology companies like Thomson and France Télécom on the west side of the Rhine, and Siemens and Deutsche Telekom to the east...
