Actually what it does is this:

The first full fee hike invoice comes out at the beginning of October.  It won't feel as bad or give the store owners a real sense of the impact of the fee hike when there's a credit showing on the bill.  So, you pay up front for a discounted listing day in the worse sales month of the year to be duped in October so you'll list more in November in anticipation for the holiday shopping season.

It's really a brilliant play on the part of eBay.  The shit won't hit the fan until December too late to screw up the holiday listings.

It's good to see you back, Lynda!  How'd it go today?

As for the LSOSBs that run eBay these days . . . one would think that they'd have trouble justifying why it takes 6 weeks to credit accounts following this listing special.  I know they've done this before - the ebay.ca sales - but there has never been a delay of more than two weeks or so and they say they have the delay to make sure that folks live in Canada, blah, blah, blah.    So what possible reason do they have for a 6 week delay before issuing credits for this listing special??

LSOSBs.  To get a better 3Q.  To keep the folks who play this game listing in the fall because they'll have a credit and have to use it or lose it (the Bay does NOT issue refunds, just credits to your selling account).  And, as Lynda said, to soften the blow (mentally) to store sellers.  After getting THIS bill with the listing fee special listings at full price, the following bill with the first post fee hike prices will seem almost reasonable.

True, but there are many companies who do NOT behave in this manner in the name of "business."

And some people choose not to conduct business with this corporate type. I am one of those people and Ebay offends me.
