"We've heard some pretty sad stories about people who've sent money out of the country, and it's very difficult to get that back," said Jim Rabbitt, director of Wisconsin's Bureau of Consumer Protection.

"If you've already wired money, that's trouble. It depends on who you've wired it through. Some entities have guarantees on their money orders or the ability to stop pay on them."

And this advice pertains whether you're online or doing business by mail order.

"If you're buying something you can't see and if you're sending money out of the country, you've lost a whole lot of the protection you'd have," Rabbitt said. "It's very much 'buyer beware.' We've got a huge cross border fraud problem right now."...
