eBay once again gives US sellers the shaft

A secured credit card.    The thing that really sucks is that the credits are issued as a site credit.

Maybe eBay should hire Overstock's programmers since Overstock is able to issue instant credits for people on subscription plans and for special sales.

I wouldn't tout Overstock - it's been over a year and they've never made good on the charges for my "Free" listings (I used to be a marketworks customer, during the overstock promotion). About $70 down the drain - lots of excuses, lots of promises, but they followed through just like eBay (with a shaft).
