Sounds like an improvement to me. From just plain insurrection reasons to include public or natural disaster reasons. Makes good sense.

I don't have time to read it all tonight either but I will say this much: My fear is that "someone" might take advantage of any loopholes...and are there many bills without loopholes?

[/quote] Folks, this isn't as long as you think it is. You don't have to read the whole 900 page appropriations bill (unless you need a sleeping aid). The changes to the Insurrection Act are just one page. Again, they're side-by-side here: http://en.wikipedia.org/wiki/Insurrectio...ifferences As to loopholes, I'd say, yes, everything has loopholes, but I don't think there's any more or less loopholes in the revised text as there was in the original text. Thankfully, it's very short and clear. The important thing to keep track of while reading it is that there are dependencies, i.e., conditions that must be met in order for something to be true. Sorry, Dave. It might not be long but it is longer than I can afford right now. I must admit that I didn't even read all of your posts. I've got websites to build and a deadline to meet. Unfortunately, the economy in my state is in the toilet so this is my job now. Hopefully, tomorrow I can check it out.
