Personally, I don't think it has a darn thing to do with "screening" buyers to prevent fraud. I think Ray put this in place to "screen" and prevent defectors from returning under another name.
Despite what "Karen" says, a substantial percentage of buyers out there DO NOT have cable and chances are good that if they are on dial-up service, even if they do have a cell phone it may be in a "dead zone" when they are at home. When I lived in the country (7 miles from town ), we had dial-up and our cell phone only got a signal if you were standing in certain areas outside in the yard. It would not work inside of the house at all. Once again, they haven't done a darn thing for the sellers other than limit their pool of potential buyers. : People who live in rural areas make some of the best online customers because they can't run to town and pickup harder to find items.

I am one of the 3% that don't have cell phones....I HATE THEM!!!!! Course, you would too if a driver chatting on their cell phone hit you with their car!! My right leg hates cell phones even more!!!

When I lived in Milan, the phone lines were "country" lines and couldn't handle DSL and the town was too small for the cable companies to bother running cable internet out there. A friend of mine still out there says they still can't get DSL or Cable internet, even though many people want it. You CAN get satellite, but people are generally not happy with it out there. I was stuck with dialup even though I could afford DSL or Cable. A large portion of the Navajo reservation on the New Mexico side (and part of the Arizona side) can't get anything better than dial-up, either.

I don't have a cell phone either. I asked hubby for one for Christmas. I got a picture of one in my stocking instead!
