In the article an eBay spokesperson cites privacy concerns as one of the reasons for its ban on the use of Google Checkout:

Correct me if I'm wrong, but that Privacy Int'l report was issued nearly one year AFTER eBay banned Google Checkout so unless Meg is psychic I highly doubt that the report had anything to do with why GC was banned in June 2006..
