Ray will simply poo poo the closings away using the rationalization that it was deadbeat sellers stores that were closed, and that the remaining stores are the true "contenders" not pretenders. The cheering will ensue, and all the happy sheep will be lulled back to sleep.

It is a great cover story, that way he doesn't have to account for the real reason for those store closings- "no sales", and having to pay 10 bucks a month for "no sales"
