PowerSeller appears to have an attitude. Talk about learning about business! Blowing off buyers, whether potential or not, is NOT GOOD BUSINESS. So don't lecture me or anybody else here, boinktard. I get tons of questions a day from "buyers" who never purchase anything from me. Since when is it good business to first determine who's serious and who isn't before servicing?
I, too, made the mistake of being nice to PowerSeller. But then, I judge everybody positively unless proven otherwise -- and you did, PS.

He/she wants to pay the wagglepop fees and can't from that account. They advise him to open up another account to pay them.  If one account is restricted, can he do that without getting in trouble with Paypal?

I could be wrong, but I don't think you're supposed to do that. There was a thread on the SB or PS boards about something similar recently. From what I gathered (again, merely what was said not necessarily the facts), if you have a 'frozen' account, you aren't supposed to use any PP account. Similar to being suspended on eBay, you can't just start up a new ID and use it. Well, you can, but if you get caught it's ground for NARU.
Ok, that's what I thought too but couldn't find it on paypal. Once again, they are showing they don't have the seller's best interests in mind there - only thier pocketbook!

And conversely Alskling, if you were the Satan-worshipper I wouldn't hesitate to buy from you because you are professional and courteous. You don't just blindly make statements that defame another person. I'd rather buy from a trustworthy Satan-worshipper than a mean-spirited, arrogant Christian any day of the week.
(NO offense to any religion meant there ~ I have no problem w/ anyone's religion or lack thereof. I just agree that it shouldn't be involved in business decisions!)

Here's what I found in the User Agreement:
Any of the following events may lead to your account being limited:
xiii. Opening multiple accounts;
If having multiple accounts can lead to a limited account, I would guess it would be frowned on to open a new one if it was already limited. Just my take on it YMMV.
Someone told that seller not to open up a second paypal account or they risked being banned from Paypal completely. Â That post has now disappeared!
